Iran Betting Payment Methods
Iran prohibits gambling, and the United States and the European Union prohibit most of the payment industry from serving the country. 19 of the 65 bookmakers reviewed on Betandlink accept players from Iran even so; this page gives the law and the sanctions as they are published, what those cashiers list and which of it can reach an Iranian bank, card or phone.

Is online betting legal in Iran?
No. Iran licenses no betting and has no gambling regulator: gambling, and the keeping of places for it, are criminal offences under the Islamic Penal Code, in its book on discretionary punishments. The official law databases of the Islamic Consultative Assembly and of the Judiciary refused automated reading on 19 October 2026, so this page does not quote the articles or the penalties; it records the prohibition and stops there.
The second layer of law is foreign, and it is the one that empties the cashier. Under the United States’ Iranian Transactions and Sanctions Regulations, “the exportation, reexportation, sale, or supply, directly or indirectly, from the United States … of any goods, technology, or services to Iran or the Government of Iran is prohibited” (31 CFR 560.204, in force on 15 October 2026), and the so-called U-turn dollar payments through US banks have been forbidden since 10 November 2008. On 24 August 2026 the Treasury extended its secondary sanctions, under Executive Order 13902, to the aviation, digital asset, gold, shipping and technology sectors of the Iranian economy, and on 5 October 2026 OFAC warned foreign banks that those still doing business with Iran or its financial sector “may be sanctioned under ‘Operation Economic Outcast’” and “could be targeted at any time without advance notification”.
The European Union followed the United Nations back. On 29 September 2025 the Council decided to “reimpose all the nuclear-related economic and financial EU sanctions” lifted in 2016, after the UN sanctions had been reintroduced: asset freezes and travel bans, an arms and dual-use export ban, import bans on oil, gas and petrochemicals, “freezing the assets of the Central Bank of Iran and of major Iranian commercial banks” and “notification and authorisation mechanisms for transfers of funds above certain amounts”. A separate human-rights regime lists 269 people and 53 entities until 13 April 2027, and the Revolutionary Guard Corps has been listed as a terrorist organisation since 19 February 2026.
The currency is the rial, issued by the Central Bank of Iran, which describes itself as responsible for monetary and credit policy and for the country’s payment and settlement systems. No tax on winnings arises, since no winnings are lawful.
Which payment methods work from Iran
Of the 19 bookmakers open to Iran, 15 take Visa and 15 Mastercard, 14 take Bitcoin and 14 Ethereum, 12 list Neteller and 12 Skrill, 10 Paysafecard, 8 each Google Pay and Payz, 5 each Apple Pay, MuchBetter and Neosurf, 3 USDT and 1 PayPal; nine list a bank transfer. The list is the one these bookmakers show to the world. Most of it stops at the border, for these reasons.
- The US networks. Visa (San Francisco), Mastercard (Purchase, New York), PayPal (San Jose), Apple and Google are US companies, and 31 CFR 560.204 forbids them to supply services to Iran, directly or indirectly. No Iranian bank issues their cards, and Iran is absent from Apple’s list of countries that support Apple Pay (30 September 2026) and from Google’s list of countries where Google Pay works online. The 15 cashiers that take Visa take it from cards issued elsewhere.
- Wallets that refuse Iranian residents. Jeton does not accept residents of Iran; MiFinity lists Iran among its 27 non-serviced countries (1 April 2026); Sticpay puts it among its 31 disallowed jurisdictions; eZeeWallet among its 30 excluded countries; Wise, Paysera and Wirex exclude it too. Skrill and Neteller publish no country list that was readable for this page.
- Banks. The assets of the Central Bank of Iran and of the major commercial banks are frozen in the EU, transfers above set amounts need notification or authorisation, and US banks cannot process Iranian dollar payments; foreign banks that serve Iranian banks or their branches abroad risk designation under the Treasury’s notice of 5 October 2026. A bank transfer in a cashier is of no use from an Iranian account.
- Crypto. Circle’s USDC terms of 15 October 2026 name Iran among the Restricted Territories, and Tether froze 344 million USDT in coordination with OFAC on 23 April 2026, over 4.4 billion in all; since 24 August 2026 the digital asset sector of the Iranian economy is itself a sanctioned sector under Executive Order 13902, so an exchange or wallet provider that serves it is exposed. The 14 cashiers that take Bitcoin receive coins from any address, which is why the crypto entries are the only ones in this list not closed on the provider’s side; the Central Bank of Iran’s own rules on digital currencies could not be read on 19 October 2026.
- Vouchers. Iran is not among the 48 countries where Paysafecard is sold, and Neosurf publishes no country list; the 10 and 5 cashiers that list them serve other markets.
- Currency. 5 of the 19 bookmakers offer a rial account, a display currency more than a payment route, since no card or wallet above moves rials; the rest run in dollars or euros.

Local payment methods
Iran’s domestic payments run on networks of the Central Bank that stop at the border.
- Shetab. The Central Bank’s interbank card network, which links the cards of the Iranian banks to the country’s cash machines, terminals and online payment pages. It is a domestic network: a Shetab card carries no Visa or Mastercard logo and is not accepted by a foreign cashier. Its operator’s site refused automated reading on 19 October 2026, so no figures are given here.
- Shaparak. The Central Bank’s company for card payment gateways and terminals, through which rial card payments to Iranian merchants are routed. Its site, too, could not be read for this page.
- Apple Pay, Google Pay, PayPal. None serves Iran: Apple’s and Google’s country lists leave it out, and all three companies are US persons under 31 CFR 560.204.
None of the 19 bookmakers lists Shetab or any Iranian bank. Only the crypto entries of an offshore cashier are not closed on the provider’s side, and they carry the sanctions described above.
How to deposit and withdraw from Iran
- The law comes first. Gambling is a criminal offence in Iran, and the counts on this page describe what foreign cashiers show, not what is lawful or reachable.
- Cards and wallets. No Visa or Mastercard is issued in Iran, no Iranian address opens a Jeton, MiFinity, Sticpay, eZeeWallet, Wise, Paysera or Wirex account, and Apple Pay, Google Pay and PayPal do not serve the country. The 15 cashiers with Visa and the 12 with Skrill or Neteller are not addressed to Iranian residents.
- Banks. The EU froze the assets of the Central Bank of Iran and the major Iranian banks on 29 September 2025 and subjects larger transfers to notification or authorisation; US U-turn payments have been barred since 10 November 2008; OFAC’s notice of 5 October 2026 warns foreign banks that serving Iranian banks exposes them to sanctions.
- Currency. 5 of the 19 bookmakers show a rial account; the account currency does not change which payment methods reach Iran.
- Crypto. Circle excludes Iran from USDC, Tether freezes addresses at OFAC’s request, and the digital asset sector of the Iranian economy has been a sanctioned sector since 24 August 2026; a coin sent to a bookmaker cannot be recalled, and a bookmaker’s wallet screening can refuse coins linked to a sanctioned address.
- Identity checks. A bookmaker verifies name, address and date of birth before paying out; the Betandlink review of each site lists the countries it accepts.

Questions and answers
Is online betting legal in Iran?
No. Gambling and the keeping of gambling places are criminal offences under the Islamic Penal Code, and no Iranian authority licenses betting of any kind. The official law databases could not be read for this page, so the article numbers and penalties are not quoted here.
Can an Iranian player use Visa, Mastercard, PayPal or an e-wallet at a bookmaker?
No. The US Iranian Transactions and Sanctions Regulations (31 CFR 560.204) forbid US companies, Visa, Mastercard, PayPal, Apple and Google among them, to supply services to Iran, and the wallets covered on this site that publish a country list, Jeton, MiFinity, Sticpay and eZeeWallet, all exclude Iran. Of the 19 bookmakers open to Iran, 15 list Visa, but for cards issued elsewhere.
Does anything in these cashiers reach Iran?
Only the crypto entries are not closed by a provider’s country list or by 31 CFR 560.204: 14 of the 19 bookmakers list Bitcoin. They are not outside the sanctions either: Circle excludes Iran from USDC, Tether freezes addresses in coordination with OFAC, and since 24 August 2026 the digital asset sector of the Iranian economy is a sanctioned sector under Executive Order 13902, so exchanges and wallet providers that serve it are exposed. The Central Bank of Iran’s own rules on digital currencies could not be read on 19 October 2026.
